Funding an Investment in Nursing Excellence Designation

For many hospital CNOs, the hard part is not deciding whether nursing excellence matters. It is funding the work when designation or redesignation is already on the strategic plan.

If your hospital’s nursing strategy includes an investment in a nursing excellence designation such as MAGNET® or Pathway to Excellence® (or redesignation), you know the challenge. Leadership alignment may be there. The clinical case may be there. Yet the full investment must compete with staffing, capital, technology, and other margin pressures in the same budget cycle.

That gap is not a failure of nursing strategy. It is a funding reality.

The Challenge: Designation Work Competes for Limited Dollars

Designation and redesignation are multi-year efforts. Application and appraisal readiness, shared governance and documentation, education and professional development, preceptor and mentorship capacity, recognition and engagement, data, technology, and staff time all require resources. For hospitals already on that path, redesignation cycles require sustained investment.

These workstreams strengthen the environment nurses work in. They support retaining the nurses you have and recruiting the nurses you still need. They are not simply add-ons to workforce strategy. They are part of building and sustaining nursing excellence.

Even so, designation-related priorities often compete for discretionary dollars. When margins are tight, initiatives can be partially funded, deferred, or reduced in scope, even when designation remains on the strategic plan.

The 2026 NSI National Health Care Retention & RN Staffing Report puts the workforce stakes in perspective: RN turnover at 17.6%, an average cost of approximately $60,090 per bedside RN, and an average hospital annual RN turnover cost of approximately $5.19 million.

Investments that support an environment where nurses want to stay, and where prospective nurses want to work, have both workforce and financial relevance. But they still have to be funded.

Reframe the Conversation: Investment, Not Fee Shopping

When designation is on the plan, the more useful framing is not “Magnet fees” or a search for the least expensive line item. It is an investment in a nursing excellence designation and the infrastructure required to make that designation meaningful and sustainable.

That can include professional development, preceptors, shared governance, documentation discipline, wellness, and the leadership capacity needed to sustain excellence.

The distinction matters.

Fees alone do not capture the work. The investment does.

MAGNET® and Pathway to Excellence® are optional examples, not a mandate for every hospital. This discussion is specifically for CNOs whose strategy already includes designation or redesignation. If designation is not part of your strategy, other nursing excellence priorities may still require funding. Here, however, the focus is on closing the funding gap when designation is already an established objective.

Why the Familiar Funding Stack Can Leave a Shortfall

Most hospitals already work through a familiar funding stack:

  1. What the CFO can support through the operating budget
  2. What the Foundation can fund
  3. What grants may be available

Those sources should be fully explored.

The challenge is that designation and redesignation can involve multi-year needs. Readiness, education, recognition, data and technology, professional development, and staff time do not always fit neatly into one budget year, Foundation allocation, or grant cycle.

Redesignation can create additional funding needs after the initial investment.

So the practical question for many CNOs is not, “Do we believe in nursing excellence?”

It is, “How do we advance or sustain this investment after we have already worked through the operating budget, Foundation, and grants?”

The Vision: Advance Designation Goals Without Turning Nursing Into Fundraising

The objective is straightforward: advance or sustain designation and redesignation goals while supporting retention and recruiting priorities.

Nursing leadership should remain focused on nursing excellence, not soliciting businesses or managing fundraising campaigns.

That is where Nursing Excellence Fundraising (NEFP) can fit.

As outlined in our Nursing Excellence Fundraising overview, NEFP works alongside the funding sources hospitals already use. It does not replace the CFO and operating budget, Foundation funding, or grants. It provides another avenue for addressing the remaining shortfall through business-funded contributions generated through the System Stream network.

The important distinction is that funding consideration remains separate from any purchase.

Your hospital does not have to purchase or implement a System Stream solution for a nursing excellence initiative to be considered for funding. Likewise, a nursing excellence funding request is not contingent on the CFO purchasing anything.

And the CNO does not become the fundraiser.

System Stream develops the business relationships. Nursing leadership stays focused on nursing.

First Steps for the CNO

If designation or redesignation is already part of your strategy, and portions of that investment remain unfunded or underfunded after working through the operating budget, Foundation, and grants, the first step is a 30-minute funding conversation.

During that conversation, we will:

  • Learn which designation-related priorities remain unfunded or underfunded
  • Explain how NEFP can work alongside your existing funding sources
  • Answer questions about how funding consideration remains separate from any purchase discussion

If the model makes sense for your hospital, the next step for the CNO is simply a personal introduction to your CFO.

System Stream works with the CFO from there to determine whether any network financial solutions warrant a separate discussion. The nursing excellence funding request remains separate and is not contingent on a purchase.

Your nursing team stays focused on nursing excellence. We handle the business conversation.
